Abu Dhabi has unveiled a transformative five-year strategic plan designed to elevate liveability, drive sustainability, and strengthen the emirate’s economic resilience. Spearheaded by the Abu Dhabi Projects and Infrastructure Centre (ADPIC), the 2025–2029 Capital Projects Roadmap reflects a clear intent to align infrastructure development with long-term growth ambitions. Announced during the inaugural Abu Dhabi Infrastructure Summit (ADIS), the plan centers on bolstering private sector participation, embedding digital transformation, and addressing evolving community needs. ADPIC, which was established in 2023, will serve as the principal overseer of this visionary initiative, aimed at making Abu Dhabi a more dynamic and globally competitive hub.
A Blueprint for Progress: ADPIC’s Long-Term Vision
The newly introduced roadmap is grounded in five strategic pillars that collectively aim to shape the socio-economic fabric of Abu Dhabi. These include:
- Enhancing liveability and addressing community needs
- Accelerating private sector engagement
- Strengthening the local economy
- Embedding sustainability into development
- Advancing digital transformation
By focusing on these integrated objectives, ADPIC seeks not only to future-proof infrastructure but also to set a benchmark in governance and execution of public projects across the region.
Private Sector: A Cornerstone of the New Model
A central component of the roadmap is the ambitious goal of expanding private sector involvement in capital projects by 20% annually. This effort is expected to catalyze a surge in investments and introduce innovative business models that increase project efficiency and fiscal responsibility. Such participation is essential for unlocking new value chains and reinforcing Abu Dhabi's status as a preferred destination for global investors.
“This roadmap is a bold step toward shaping Abu Dhabi’s future,” said Eng. Maysarah Mahmoud Eid, Director-General of ADPIC. His remarks underscored the significance of public-private collaboration in driving sustainable urban and economic development.
Advancing Sustainability and Digital Excellence
In keeping with global priorities, the roadmap places considerable emphasis on environmental sustainability and digital infrastructure. Projects will be designed and implemented with a strong focus on reducing carbon footprints, conserving resources, and promoting green innovation. Simultaneously, advanced digital frameworks will be integrated into all phases of planning and execution—enabling smarter, more responsive infrastructure systems.
This digital-first approach will allow ADPIC to monitor project performance in real time, improve service delivery, and enhance accountability in public spending—transforming how capital projects are governed in the emirate.
Institutional Backbone: ADPIC’s Central Role
Formed in 2023, the Abu Dhabi Projects and Infrastructure Centre represents a strategic consolidation of the emirate’s project implementation capabilities. Its establishment marked a turning point in centralizing oversight, improving efficiency, and ensuring that public infrastructure aligns with both the leadership’s vision and international standards.
By consolidating governance under one roof, ADPIC aims to eliminate redundancies, streamline procurement, and uphold best practices in project management—positioning itself as a critical catalyst for Abu Dhabi’s development agenda.
Outlook: Laying Foundations for a Global City
With its ambitious roadmap, Abu Dhabi is laying the groundwork for a resilient, inclusive, and forward-looking capital city. The integration of sustainability, private sector dynamism, and digital innovation signals a paradigm shift in how infrastructure is conceived and delivered in the Middle East.
If successful, ADPIC’s 2025–2029 roadmap may serve as a replicable model for other cities aspiring to achieve long-term socio-economic transformation while preserving environmental integrity.
