Global South Engagement: Modi’s Five-Nation Tour Elevates India’s Campaign Against Terror, Critical-Mineral Diplomacy

During his July 2–9 tour of Ghana, Trinidad and Tobago, Argentina, Brazil and Namibia, Prime Minister Narendra Modi is expected to amplify India’s global campaign against cross-border terrorism, while pursuing deepened security ties and critical-mineral cooperation. With the BRICS Summit in Rio de Janeiro as its focal point, the visit will seek a unified declaration condemning the Pahalgam attack, alongside strategic agreements on rare earths like lithium and cobalt. Leaders across the Global South will also discuss defense collaboration, infrastructure financing and technology partnerships. Modi’s tour signals a deliberate pivot towards emerging markets, anchoring India’s diplomatic outreach in a multipolar world.

A Unified Global South Response to Terrorism

India’s diplomatic thrust at the BRICS Summit revolves around reinforcing collective condemnation of terrorism. Economic relations secretary Dammu Ravi stated that the final leaders’ declaration in Brazil will explicitly denounce the Pahalgam massacre of April 22, where 26 civilians were killed. According to Ravi, all BRICS+ members—spanning Russia, China, South Africa, Egypt, Ethiopia, Indonesia, Iran and UAE—have expressed solidarity, underscoring a shared security posture. He emphasized, “No one should be spared in dealing with this menace of terrorism,” suggesting a concerted, unified response reflected in the summit’s text.

Tour Objectives and Strategic Geography

Modi’s itinerary underscores India’s intent to diversify engagement within the Global South. Visiting Ghana and Namibia—where Indian prime ministers have not visited in over two decades—signals renewed focus on Africa. Engagements in Trinidad and Tobago and Argentina, alongside the BRICS Summit in Brazil, broaden India’s outreach across three continents. Ravi described Modi’s presence in Rio as “an expression of solidarity” with a bloc where India will assume chairmanship next year, even as Russia and China abstain from the summit.

Critical Minerals: Securing India’s Energy Transition

On the economic front, ensuring critical-mineral supply chains is a dominant agenda. Namibia, Argentina and Brazil—home to significant lithium, cobalt, graphite and tantalum deposits—are key to India’s green-energy ambitions. Brazil ranks third globally in rare-earth reserves, while Argentina anchors the lithium triangle. P Kumaran, East Asia secretary, confirmed that India’s KABIL and Coal India juggernaut hold four concessions in Argentina’s Catamarca province, supported by private partners such as Greenco and World Metals & Alloys. Talks on geological collaboration and long-term contracts are expected to shape resource security strategies.

Bolstering Defense Ties and Technology Cooperation

Security cooperation will feature prominently throughout the tour. Kumaran outlined plans for defense collaboration with Brazil, including joint training, intelligence sharing, and research partnerships. Brazilian interest in procuring India’s defense systems—ranging from Akash air-defense missiles to offshore patrol vessels and secure communication platforms—further underscores expanding strategic engagement. These talks are poised to enhance interoperability and resilience of defense-industrial bases.

Strengthening Bilateral Trade and Infrastructure

Economic cooperation underscores each bilateral visit. In Ghana—where bilateral trade already stands at around USD 3 billion—Modi is expected to initiate agreements to enhance trade, investment and infrastructure connectivity, particularly in mining and value-added industries. Likewise, Namibia discussions aim to extend India’s Unified Payments Interface (UPI) to boost financial inclusion and digital commerce.

In Brazil, trade of USD 12.2 billion favoring India provides a platform to diversify into oil and gas, renewables, space and technology collaboration. Agreements signed in Brasilia on July 8 will aim to institutionalize these sectors and deepen economic partnership.

Legislative Engagement and Soft Power Outreach

Closing his tour, Modi will address the parliaments of Ghana, Trinidad and Tobago and Namibia, signaling India’s commitment to democratic diplomacy and soft power. These engagements also echo India’s appeal to like-minded democracies in the Global South, amplifying perspectives on inclusive development and multipolar cooperation.
